Energinet Prepares Updated Regulation C3 on Schedule Submissions, Controllable Consumption and mFRR Feedback

Energinet announced that a new version of Regulation C3 is being drafted, covering schedule submission rules, requirements for co-located facilities and new actor types, clarification of scheduling rules for controllable consumption (including facilities without GSRN numbers), and the planned discontinuation of the mFRR feedback field (A97) in schedules.

The update affects how Danish balancing/ancillary-services market participants submit schedules and register facilities, altering operational planning for balance responsible parties, aggregators and consumption-side flexibility providers ahead of a formal consultation and regulatory notification process.

This is a domestic Danish TSO rule-making process under Energinet's standard methodology (consultation followed by notification to Forsyningstilsynet). While narrower in scope than cross-border platform initiatives, it materially affects scheduling obligations for controllable consumption and co-located facilities, and removes a legacy mFRR feedback mechanism (A97) in favor of an internal imbalance forecasting model, reducing reporting burden but requiring participants to adapt scheduling practices during a transition period. The lack of firm dates for the A97 cutover and the regulatory notification stage keeps near-term certainty limited, though Energinet has signaled intent to finalize by Q1 2027 at the latest.
