New BSC Modification P521 would let Licensable Generators nominate an alternative Lead Party for CVA BM Units

BW ESS raised BSC Modification P521 on 3 September 2026, proposing to amend the BSC so a Licensable Generator can nominate another BSC Party to act as Lead Party for its CVA BM Unit, rather than the Generation Licence holder being required to perform that role itself, aligning treatment with exemptable generating plant.

Licensable Generators currently must act as Lead Party for their CVA BM Units, unlike exemptable plant. Allowing nomination of an alternative Lead Party would simplify registration, settlement and credit arrangements, reduce administrative burden, and give greater flexibility to route-to-market providers, optimisers and group trading structures, particularly for newer battery, solar and wind assets.

P521 addresses a structural asymmetry in GB Balancing Mechanism registration rules between licensable and exemptable generators regarding who may act as Lead Party for CVA BM Units. Removing this constraint could facilitate more efficient outsourcing of settlement, metering registration and Balancing Mechanism participation to specialist route-to-market providers or optimisers, potentially lowering barriers to entry and administrative costs for smaller or newer generation assets (battery, solar, wind) that rely on aggregators or trading intermediaries. This is a registration/settlement design change rather than a pricing or liquidity mechanism change, but it could indirectly support participation and competition among intermediaries in the Balancing Mechanism by reducing friction in Lead Party arrangements. The modification is at the earliest stage (Submission), with the BSC Panel yet to decide on progression to the Report Phase for industry consultation.
