ENTSO-E consults on need for further ISHM harmonisation

ENTSO-E opened a public consultation on an all-TSO assessment of whether further harmonisation of imbalance-settlement rules is needed under Article 52(2) of the EB Regulation and Article 12(3) of the ISHM.

The assessment evaluates consequences and possible distortions from non-harmonisation of imbalance settlement, and is scheduled to inform a final report to ACER and national regulatory authorities.

This is an assessment-stage consultation rather than a proposed rule change. It may identify areas where divergent national imbalance-settlement arrangements warrant further EU-level harmonisation, with potential implications for balancing-market participants and imbalance-price formation.
