JAO Opens Registration for Greece–North Macedonia Border Long-Term and Daily Capacity Auctions
ImplementationJAO announced that registration for participation in the upcoming Long-Term and Daily auctions on the Greece–North Macedonia (GR-MK) border is now open, and published provisional versions of the 'Rules for Explicit Daily Capacity Allocation' and 'Harmonised Allocation Rules 2026' together with GR-MK border-specific annexes. These documents are issued on behalf of the relevant TSOs and are pending approval by the relevant National Regulatory Authorities; they will become binding once approved. Existing JAO-registered participants must submit a signed Amendment to the Participation Agreement selecting the GR-MK border to receive daily-auction entitlements, while new participants select the border during registration. No action is required for long-term auctions, as the GR-MK border will be added by default for all registered and new participants.
This marks the operational launch phase for opening a new explicit capacity allocation border between Greece and North Macedonia, extending EU cross-zonal capacity allocation infrastructure to a non-EU interconnection point and integrating North Macedonia further into the Core CCR trading framework ahead of go-live. Market participants must act now on registration and collateral/participation agreement amendments to be entitled to trade on this border once it becomes live, with direct implications for cross-border capacity access, collateral management, and PTR nomination processes.
This event represents the transition from rule design/consultation into operational readiness for a new cross-zonal capacity border. The publication of provisional, pending-NRA-approval versions of both the HAR 2026 template and a bespoke Explicit Daily Capacity Allocation rulebook for GR-MK, combined with the opening of registration and participation agreement amendment mechanics, indicates this border is in late-stage implementation ahead of a yet-unannounced go-live date. The regulatory approval contingency (binding only upon NRA sign-off) preserves some residual regulatory risk, but the operational machinery (auction tool access, collateral rules, bidding periods, UIOLI, nomination of PTRs) is now fully specified in template form consistent with other JAO-operated borders, suggesting convergence toward standard EU capacity allocation mechanics rather than a bespoke bilateral design for this border.
