What changed

PSE issued a near-identical compensation communication, this time for wind farm installations ('Instalacje FW') curtailed via non-market redispatch orders on October 24, 25, 26 and 27, 2026 (rather than the PV-focused orders of Oct 23, 24, 25 and 27 previously logged). The legal basis (Energy Law art. 9c(7a), Art. 30(5-6) of the 2023 amending act, URE-approved Balancing T&Cs under Regulation 2017/2195) and the compensation right under Regulation 2019/943 Art. 13(7) are unchanged, and PSE again points to the same published calculation methodology, application template and FAQ process, plus the POZE-REDOZE curtailment data portal (updated format since 27 September 2024).

Why it matters

The recurrence of near-weekly non-market redispatch instructions - now explicitly covering wind generation in addition to PV - confirms that curtailment-driven compensation claims are a routinized, cross-technology operational burden for PSE rather than an isolated PV phenomenon. This broadens the precedent base for compensation methodology and claims-handling capacity, and reinforces signals of systemic oversupply/negative-price pressure across both solar and wind RES fleets in Poland.

MD analysis

The near-overlapping but distinct date ranges (PV: 23,24,25,27; wind: 24,25,26,27) suggest PSE may be issuing technology-specific curtailment communications in parallel rather than a single combined notice, which could indicate separate congestion or oversupply drivers for solar versus wind output, or simply separate administrative tracks for different RES categories. The repeated, high-frequency cadence of these notices across technologies strengthens the earlier inference that non-market curtailment volumes are rising broadly, intensifying the administrative burden on PSE's standardized compensation process and increasing the medium-term case for market-based redispatch, flexibility products or storage-driven curtailment mitigation that could reduce reliance on this compensation mechanism.
