URE sets 2027 Polish RES surcharge (opłata OZE) at 6.40 zł/MWh, down 0.90 zł/MWh
DecisionThe President of URE (Polish Energy Regulatory Office) published the 2027 rate for the OZE fee (opłata OZE), a regulated surcharge on electricity distribution bills that funds RES and biomethane support mechanisms. The rate was set at 6.40 zł/MWh, effective from 1 January 2027, which is 0.90 zł/MWh lower than the 2026 rate.
The opłata OZE directly finances Poland's renewable energy support mechanisms (auction system, FIT/FIP for electricity and biomethane, and offshore wind support) via the settlement operator Zarządca Rozliczeń S.A. The annual rate-setting determines both the cost burden on all electricity consumers and the funding envelope available to cover negative-balance payments to supported RES generators, making it a recurring regulatory decision with direct market-financing implications.
This is a routine but consequential annual regulatory determination under the OZE Act that sets the unit charge recovering the cost of Poland's RES support schemes. The lower 2027 rate versus 2026 reflects regulator inputs including forecast negative-balance payouts, settled auction/FIT-FIP/offshore wind decisions, and the trailing three-quarter average wholesale electricity price. While the fee itself does not alter market design rules, it is a key financial parameter linking retail electricity costs to the solvency and scale of RES support instruments, and year-on-year rate movements can signal shifts in auction clearing volumes, wholesale price trends, or support scheme utilization.
