PSE publishes draft SOWE Technical Standards v9.0 (Update 1) to align Polish balancing market with EU mFRR platform
ConsultationOn 24 August 2026 PSE (the Polish TSO) published on its website a working draft of the SOWE system's Technical Standards version 9.0 (Update 1). The update incorporates changes stemming from Change Project No. 6/2026 to the Balancing Conditions (Warunki Dotyczące Bilansowania), adopted under EU Commission Regulation 2017/2195 (Electricity Balancing Guideline), and adjusts the standards to the rules for integrating the Polish balancing market with the European platform for exchanging balancing energy from frequency restoration reserves with non-automatic activation (mFRR/MARI). The changes update the PKD, BPKD, ZNUR and INFN documents' content descriptions and do not affect validation rules. PSE opened a 21-day comment window from the publication date, addressed to soweadmin@pse.pl, and noted the document may be further modified based on comments received or due to the ongoing separate public consultation on the new draft Balancing Conditions.
This update operationalizes Poland's technical integration with the pan-European mFRR balancing energy exchange platform, a concrete step in cross-border balancing market harmonization under the EU Electricity Balancing Guideline.
