PSE and WFOŚiGW sign agreement to jointly finance energy communities and integrate them into PSE's Local Balancing Area (LOB) model
ProposalPSE and the Wrocław Provincial Fund for Environmental Protection and Water Management (WFOŚiGW) signed a cooperation agreement on 2026-10-19 to jointly shape financing rules for energy communities (energy clusters, energy cooperatives, collective prosumers, citizen energy communities) and to incorporate PSE's Local Balancing Area (LOB) concept into future financing programs, with the stated goal of developing an effective technical and settlement model for energy cooperatives.
This establishes a concrete institutional pathway linking local energy-community financing with PSE's system-level LOB decentralization strategy, potentially shaping how distributed generation, storage and demand resources are technically integrated and settled within self-balancing local network areas, with implications for distribution, balancing and capacity cost allocation as the Polish system decentralizes.
The agreement is a governance and financing framework-building step rather than a finalized market-design rule change. It signals TSO-level involvement in financing architecture for distributed energy resources, aiming to align grassroots energy-community investment with PSE's 2040 strategy for Local Balancing Areas (LOB), which seek to reduce distribution, capacity-market and balancing costs through localized self-sufficiency. The eventual technical/settlement model for energy cooperatives, if developed, could materially affect how local flexibility and distributed generation participate in balancing and capacity markets, but no specific rules, tariffs or settlement mechanics have yet been defined.
