PSE announces compensation rights for non-market redispatching of wind installations, 1–6 September 2026
ImplementationPSE issued curtailment ('non-market redispatching') instructions to wind installations connected to the Polish grid on 1, 2, 3, 4, 5 and 6 September 2026 under Article 9c(7a) of the Energy Law, and confirmed that affected wind farm owners are in principle entitled to financial compensation under Article 13(7) of Regulation (EU) 2019/943, per the rules published on PSE's dedicated web pages and application forms.
This operational announcement operationalises the compensation mechanism for non-market curtailment of wind generation, clarifying legal basis, calculation methodology, application procedure and FAQ support for wind farm owners, which affects revenue certainty for wind generators subject to TSO-ordered output reductions and signals continued reliance on non-market redispatching to manage system constraints.
The communication operationalises a compensation regime for non-market redispatching that sits at the intersection of balancing/system operation and renewable market integration in Poland. By anchoring compensation rights explicitly in Regulation (EU) 2019/943 Art.13(7) and domestic Energy Law provisions, PSE is formalising a recurring administrative process (application forms, FAQ, dedicated web sections) rather than a one-off event, suggesting non-market curtailment of wind assets remains a structural feature of Polish balancing operations. The reference to redoze reporting changes since September 2024 indicates an evolving transparency framework around curtailment volumes and causes, which could feed into future regulatory reviews of redispatching frequency and cost allocation.
