PSE Publishes Draft WIRE System Technical Standards v14.1 for Consultation, Covering FRR Manual Activation Integration

PSE published a draft update (version 14.1) to the Technical Standards of the WIRE system on 24 August 2026, incorporating changes required by Change Project No. 6/2026 to the Balancing Conditions (under EU Regulation 2017/2195) to align standards with integration of the Polish balancing market with the European platform for exchanging balancing energy from frequency restoration reserves with manual (non-automatic) activation, and changes from IRiESP update card No. 2, including a new Annex D (documents for PPE-to-POB assignment information exchange used to correct POB imbalance following non-market redispatching by the TSO) and modifications to the RDEW document for POB imbalance correction.

These technical standards govern how balancing data and imbalance correction information are exchanged within Poland's balancing market infrastructure; the update operationalizes Poland's connection to the European mFRR balancing energy exchange platform and formalizes procedures for correcting imbalances arising from TSO non-market redispatching, directly affecting settlement accuracy and market participant obligations.

This is an incremental technical-implementation step tied to EU Electricity Balancing Guideline (EBGL) compliance, specifically the mFRR (manual frequency restoration reserve) cross-border exchange requirement under Regulation 2017/2195.
