Poland's URE issues first biomethane FIP sales certificate and first biomethane Guarantee of Origin

On 24 September 2026 the President of URE (Poland's energy regulator) issued the first certificate confirming a biomethane producer's eligibility to sell biomethane injected into the gas grid under the FIP (feed-in premium) support scheme established under Art. 83l-83s of the Renewable Energy Sources Act. The following day, 25 September 2026, URE issued the first Guarantee of Origin (GoO) for biomethane produced from renewable sources in a RES installation and injected into the gas grid, covering production in the first half of 2026.

These are the first practical operationalizations of Poland's legal framework for biomethane market support and certification. The FIP certificate unlocks negative-balance (contract-for-difference-style) support payments administered by Zarządca Rozliczeń S.A. for small biomethane producers (≤1 MW electrical equivalent), while the GoO enables biomethane to be certified and traded via the registry operated by Towarowa Giełda Energii S.A. (TGE). Together they establish the operational infrastructure for a functioning Polish biomethane support and green-gas certification market, distinct from state aid rules since GoO issuance is explicitly not classified as public aid.

This event marks the go-live milestone for two parallel but linked market-design mechanisms in Poland's biomethane sector: (1) a price-support mechanism modeled on the electricity FIP scheme, providing revenue certainty to small biomethane producers selling into the gas grid, and (2) a certification/tracking mechanism (Guarantees of Origin) enabling green-gas attribute trading via TGE's registry, mirroring the electricity GoO market structure. The bifurcation between the support scheme (subject to state aid classification) and the GoO (explicitly excluded from state aid) is a notable design choice that allows the certification market to develop independently of subsidy politics. With the first transactions now processed, market design attention will likely shift to registry liquidity, price-setting mechanics for the 'stała cena zakupu' (fixed purchase price), and how TGE integrates biomethane GoOs alongside existing renewable electricity GoOs in its trading venue.
